Disable Flycheck warnings for `personal`

* Modified the regex so prelude won't load any .el files that start with
  a `.`, spefically for `.dir-locals.el`. This file does not play nice
  with `load`
* Added a `personal/.dir-locals.el` to disable the flychecker
